* Allegheny Power announces proposed settlement of environmental project financing request in West Virginia
* Will agree to withdraw July 2009 request for interim rate increase of $82
million for fuel,purchased power costs
* Says amount of scrubber costs it is authorized to securitize to be increased
by $100 million
* Says it and the commission's financial advisor will have flexibility on
structuring the financing
