Morgan Joseph appointed Xen Galinas as a managing director in its investment banking Group to lead the shipping and marine sectors. Galinas was earlier the nonexecutive chairman of Manhattan Group Partners.
PATTON BOGGS
Patton Boggs said Kevin Martin, former chair of the Federal Communications Commission, will join its telecommunications practice. Martin will join the firm's Washington office in early October and oversee the firm's technology and communications practice with Jennifer Richter.
CANTOR FITZGERALD & CO
Cantor Fitzgerald said Ken Savio will join as global head of equities. Savio joins Cantor from Bear Stearns where he was a senior managing director.
NEWOAK CAPITAL
NewOak Capital named Amy Levenson managing director and chairman of its newly formed commercial real estate loans and properties capital markets group.
BARCLAYS PLC
Barclays Capital, the investment banking division of Barclays Bank Plc, appointed James Chen as managing director, head of program trading, Asia Pacific and Michael Kim as managing director, head of electronic equities product management, Asia Pacific.
Chen was previously co-head of global delta one trading, Americas at JP Morgan. Kim joined from Merrill Lynch, where he was head of product development for the global equities division in Tokyo.
BNP PARIBAS
BNP Paribas Corporate and Investment Banking appointed Stephen Doran and Jeff Marcus as managing directors at its prime brokerage business in New York.
Doran, who joined prime brokerage sales, was formerly a director within the global equity finance group at Bank of America-Merrill Lynch.
Marcus, who joined prime brokerage risk, was previously a senior managing director and head of hedge fund risk management for prime brokerage at Bear Stearns.
MARTIN CURRIE
Martin Currie Investment Management Ltd said it appointed Dominik Issler as country head for Switzerland effective Jan. 4
2010. Issler was formerly the chief executive of Fortis Investments/ABN Amro Asset Management, Switzerland.

Currency investment manager, Record, said it appointed David Morrison and Jeremy Palmer as nonexecutive directors with effect from Oct. 1.
Morrison is founder and chief executive of Prospect Investment Management, a venture capital advisory firm.
Palmer was previously the chief executive of UBS Investment Bank, Europe, Middle East and Africa after which he became a partner in an investment firm.

Ernst & Young's Capital Markets Advisory group appointed Luke Reeve as a director and Chris Lowe as an associate director. Reeve was formerly head of private debt capital markets in Europe, Middle East and Africa for HSBC , while Lowe joined from the fixed income group at Citigroup.
OLD BROAD STREET RESEARCH
Funds research and investment consultancy company, Old Broad Street Research Ltd, appointed Ben Bird as international development director. Formerly with Standard & Poor's, Bird was instrumental in growing its funds research business and building its client base across the UK, Continental Europe and Middle East.
