Palladium Group, Inc., the leading professional services firm enabling clients to better measure and manage performance, today announced that the Balanced Scorecard Collaborative, Palladium's education and certification division, has named Canadian Blood Services and the Republic of Korea's Ministry of Government Administration and Home Affairs to the Balanced Scorecard Hall of Fame for Executing Strategy for achieving breakthrough performance results using the Balanced Scorecard (BSC). The awards will be presented to officers of these organizations at the 2007 Global Public Sector Summit being held this week in Washington, DC. "With the scope of this summit now broadened to encompass the global public sector, it is fitting that this year's winners come from Canada and South Korea. It is a reflection of the growing number of public sector organizations around the globe becoming Strategy-Focused Organizations," said Robert L. Howie, Jr., president of Balanced Scorecard Collaborative.
The BSC concept"”created by Drs. Robert S. Kaplan and David P. Norton in 1992"”has been implemented in thousands of corporations, organizations, and governments worldwide, and has been cited by Harvard Business Review as one of the most important management ideas of the past 75 years. Based on the simple premise that "what gets measured is what gets done," the BSC puts strategy at the center of the management process, allowing organizations to implement strategies rapidly and effectively. Begun in 2000, the BSC Hall of Fame Program publicly honors organizations that are successfully using the BSC to achieve and sustain breakthrough performance results. Today, the 93 organizations inducted to date represent a broad cross-section of private- and public-sector industries from more than 15 countries. A Steuben crystal Rising Star, designed by Robert Cassetti, was presented to senior officers from each of the following organizations:
Canadian Blood Services
Canadian Blood Services is a national not-for-profit charitable organization that manages the blood supply in all Canadian provinces and territories (except Québec) and oversees the country's Unrelated Bone Marrow Donor Registry (UBMDR). Created in 1998, Canadian Blood Service is the successor to the Canadian Red Cross Blood Program and the Canadian Blood Agency. A dedicated team of some 4,800 staff and 17,000 volunteers enable Canadian Blood Services to operate 40 permanent collection sites and more than 20,000 donor clinics annually. While Canadian Blood Services is a non-governmental organization, it receives operational funding from the Provincial and Territorial Ministers of Health. According to Chief Executive Officer Dr. Graham Sher: "Since 1998, we have been engaged in transforming Canada's blood system. For the first five years, our activities would best be described as crisis management"”working to restore public trust and safety. In 2003, we began adopting a more strategic approach"”moving from blood manufacturer to steward of the blood system, integrating "˜strategy' at every level of the organization. The Balanced Scorecard has changed how we manage our operations and has resulted in Canadian Blood Services moving forward with its change agenda and producing dramatic performance improvements."
Republic of Korea's Ministry of Government Administration and Home Affairs
Headquartered in Seoul, the Ministry of Government Administration and Home Affairs (MOGAHA) was established in 1998 when South Korea's Ministry of Government Administration and the Ministry of Home Affairs were combined. MOGAHA is in charge of government innovation, government organization management, e-government, decentralization, and balanced development. With 6 headquarters and 4 affiliated organizations, MOGAHA has an annual budget of approximately KRW 27 trillion and 2,000 employees in 2007. "By introducing the BSC," said Minister Myung-Jae Park, "we have seen our ministry shifting to a strategy-centered organization... The top priority of the MOGAHA is to provide the best public service to our customers - Korean people, central government agencies, and the local governments"¦ Three years have passed since the MOGAHA has employed the BSC, and we have seen substantial achievements. Customer satisfaction on our policies rose sharply after introducing the BSC. Also, we are witnessing remarkable progress in meeting the strategic objectives of the ministry"¦ We will never remain complacent about these achievements [however]. Our staff and I will make utmost efforts for continuous and long-term development of our organization."
