Donald Tusk told reporters in Brussels at the start of a summit that large EU countries had been discussing aid for Greece for some time.
'One thing will be to work out aid mechanisms for countries threatened with a financial crisis. Here Greece is the subject of concern,' Tusk said.
'It could be voluntary loans from member states. That seems to be the best option,' he said, adding that IMF support and commmon EU bonds should also not be ruled out.
