Ateam ofBalfour Beatty companies was chosen by Pennsylvania State University to provide integrated construction management services for the retrofit of Building 661 at the Navy Yard in Philadelphia, Pa. The $30 million project is to be the new home of a U.S. Department of Energy Innovation Hub for Energy-Efficient Buildings (EEB Hub), one of only three such Hubs nationwide. The Balfour Beatty companies involved include Balfour Beatty Construction, Parsons Brinckerhoff, Heery International, and Halsall.
The core integrated team for Building 661 includes various EEB Hub representatives, Penn State, KieranTimberlake, Balfour Beatty and the Philadelphia Industrial Development Corporation, which manages the 1,200-acre Navy Yard. The integrated project team was formed at the conceptualization – or programming – phase of the project and will fully renovate the existing building to serve as a regional demonstration of integrated building design methods that lead to deep, reliable cuts in energy use.

As the new 32,000-square-foot headquarters for the EEB Hub, the building's renovated and new building spaces will feature collaborative work areas, meeting and conference spaces, classrooms and laboratory spaces. The existing building is a former gymnasium built in 1942, unused since the Navy Yard closure in 1996. As part of the project a 25,000-square-foot classroom building will also be constructed to support Penn State's education mission in the region.
The EEB Hub received funding for the project from the Commonwealth of Pennsylvania. EEB Hub's mission is to reduce energy use in the U.S. commercial buildings sector by 20 percent by 2020 through informed people, validated information, and proven technologies. The Hub will design, demonstrate and deploy market proven solutions in the Greater Philadelphia region so that the buildings sector accomplishes its full potential for ongoing energy efficiency. The Hub was previously known as the Greater Philadelphia Innovation Cluster.
KieranTimberlake, a leader in holistic design processes, is the project's architect. The integrated team also includes the following design disciplines: Bruce E. Brooks & Associates (mechanical, electrical and plumbing), CVM Engineers (structural), Hunt Engineering (civil) and Atelier Ten (sustainability). In support of the research and innovation initiatives of the EEB Hub, the team will utilize collaborative concepts and processes for project development and execution. KieranTimberlake will lead the integrated design process and together with Balfour Beatty will develop design solutions that align with the project values. The early collaboration enables the integrated team to make informed decisions during design with cost and schedule certainty. Construction is scheduled to start in December 2012 and complete in December 2013.
