BANGKOK, Nov 22 (Reuters) - Thai state planning agency chief Arkhom Termpittayapaisith told a new conference on Monday:

* Sees baht/dollar rate averaging 29 in 2011

* Baht was at 29.91 per dollar at 0300 GMT, having risen 11.4 percent this year
