NeuStar and ClearTech Team Wins Contract for Number Portability in Brazil

SAO PAULO, Brazil, Sept. 25 /PRNewswire-FirstCall/ -- ClearTech and NeuStar today announced their team has been selected by the Brazilian Association of Telecommunications Resources (ABR) to provide number portability in Brazil beginning in August 2008. Five international applicants submitted proposals for providing number portability services in Brazil. This number portability implementation will be the second-largest of its kind in the world after the United States of America.

ClearTech, a company owned by Brazilian IT solutions providers CPqD and DBA, together with EDS, has combined their global information technology infrastructure expertise with NeuStar's proven history of providing number portability solutions to the world's largest and most complex telecommunications markets. The team will provide neutral, trusted, and highly reliable mediation services between carriers; operate the centralized database; and manage the various steps involved in both fixed and mobile phone number portability from the initial portability request of the consumer through the completion of the portability process. As of March 2007, Brazil had approximately 158 million telephone service subscribers (108 million mobile and 50 million fixed).

"ClearTech is honored to be selected along with NeuStar by the ABR for this large and complex implementation of number portability in a highly competitive market," said Jorge Alberto Pacca, CEO of ClearTech. "This win establishes ClearTech as one of Latin America's leading providers of telecommunications services. In a rapidly changing and emerging business economy, ClearTech is ideally positioned for a bright future."

"The global telecommunications industry has recognized for years what a peerless job NeuStar does with number portability," said Jeff Ganek, chairman and CEO of NeuStar. "We are proud of our role as industry stewards; it is our hallmark as the world's leading provider of neutral, central directory services. The ClearTech team is renowned for its expertise in IT solutions, and we are confident that our partnership will result in the successful implementation of a robust LNP solution in Brazil. Although we estimate that our annual revenue from this project will be less than half a percent of our current annual revenue, we are excited about the opportunity to participate in providing number portability in Brazil and the potential for growth opportunities as the service gains traction."

The contract, signed at a ceremony on Monday, September 24, calls for the implementation of number portability throughout Brazil for a five-year term running through 2013.
