"As co-chairs of the Business Coalition for Student Achievement (BCSA), we applaud Secretary Duncan for the strong execution of Phase I of the Race to the Top competition. The reform agenda focused on collaborative approaches to maximizing student achievement. With the guidance given to states throughout the first round, states competing in Phase II have the opportunity to strengthen their proposals and tighten their focus on proven strategies and transparent measures for improving student achievement for all students. The BCSA will continue to work with the Administration and Congress on the reauthorization of the Elementary and Secondary Education Act and supports reform that prepares our students to compete in the 21st century."
