Agency for the Modernisation of Ukraine Presents its Reform Agenda

'Ukraine Modernisation Programme' released after 200 days of development work as announced

In early March of this year, the Agency for the Modernisation of Ukraine (AMU) announced it would work out a reform agenda for Ukraine within 200 days. True to its word, the agency released its 'Ukraine Modernisation Programme' today, a report comprising analyses and recommendations as well as a collection of lighthouse projects. AMU President Michael Spindelegger explained the fundamental objective: "Our intention with this reform agenda for Ukraine is to help the country back onto its feet, so it is on an equal footing with Europe once again."

The agenda covers seven different thematic areas, each headed up by a renowned expert from the realm of academia or politics. The leaders of the thematic areas are Günter Verheugen, former European Commission Vice President ('EU Integration'); former Polish Prime Ministers Wlodzimir Cimoszewicz and Waldemar Pawlak ('Anti-Corruption' and 'Economy', respectively); Otto Depenheuer, German Law Professor ('Constitution'); Ken Macdonald QC, former Director of Public Prosecutions ('Rule of Law'); Michael Spindelegger, former Austrian Vice Chancellor and Minister of Finance ('Taxes and Finance'); and Paul Vogt and Illya Yemets, medical experts and institute directors ('Healthcare'). The collection of lighthouse projects focuses on 24 concrete project proposals to be applied in accordance with the recommendations from the seven thematic areas.

Four-pronged procedure

Henceforth, a four-pronged procedure will apply to the 'Ukraine Modernisation Programme'. First, the reform agenda has already been presented to the project initiators, namely the two Ukrainian social partners the Federation of Employers (FEU) and the Federation of Trade Unions (FPU). That means an initial step has been taken towards project implementation. Secondly, the reform agenda will be introduced in the days and weeks ahead to the European institutions in general and the European Commission in particular. Thirdly, this agenda will also be discussed with select European governments. And finally, an intensive dialogue will be conducted with the National Reform Council of Ukraine, as already agreed at a meeting with members of the presidential administration in charge of reform.
