
Confirming a magazine report, the Dutch operator said the price includes all calls to land lines in Germany, as well as calls and text messages to other clients of Base or E-Plus, KPN's main mobile operator in Germany.
Calls to other mobile operators cost 25 cents a minute, with SMS at 19 cents each.
Base will sell only SIM cards under a one-year contract, while KPN unit Simyo already offers discount SIM cards for pre-paid calling.
Base is also the name of KPN's Belgian mobile operator, where a similar flat-free service was launched with success in 2003, KPN said.
The product launch reflects management changes at KPN's German operations, where Stan Miller, former CEO of Base in Belgium, recently took over.
