* Said time too short for U.S. congress to enact broad auto industry restructuring plan yet this month.
* Said union favors a two-tier congressional approach that includes emergency government aid and a process requiring industry restructuring outside of bankruptcy court.
* Said restructuring Detroit auto industry would take 'many months' and that prepackaged bankruptcies 'not viable' as an option.
