HOUSTON, Aug 12 (Reuters) - Total Petrochemicals USA said normal operations were being restored at its 174,000 barrel-per-day Port Arthur, Texas, refinery on Wednesday afternoon after a partial power outage on Wednesday morning.
Port Arthur Fire Department Chief Larry Richard had earlier told Reuters the refinery was restarting units after the electrical power was restored.
Total spokeswoman Karyn Grace said she did not have information immediately available about which units were affected by the power outage.
Earlier Wednesday, the company reported in a filing to state pollution regulators that the refinery experienced a plantwide power failure which resulted in emissions.
The restart began on Wednesday morning and restoring normal operations was expected to last at least through Thursday mornning, according to the notice filed with the Texas Commission on Environmental Quality.
Entergy Texas, which supplies power to the refinery, said the system was not having problems in Port Arthur.
'The problems appear to be on the refinery's side of the fence,' Entergy spokesman Dave Caplan said.
Valero Energy Corp and Motiva Enterprises LLC also have refineries located in Port Arthur, Texas.
Valero and Motiva both said there had been no power problems at their Port Arthur refineries.
Total Petrochemicals USA is the U.S. subsidiary of French energy giant Total SA.
