* Begins construction of new 300,000-ton capacity facility
* Says new CWSF production facility will have an annual output capacity of
300,000 metric tons
* Says facility expected to expand total annual production capacity to
1,150,000 metric tons by December 2010
* Says coal-water slurry fuel production capacity expected to reach 1,150,000
metric tons by December 2010
* Sees new facility to represent about 35% growth in annual production
capacity, and will be key growth driver in 2011
